Overview
Access to timely, accurate, and relevant data is essential to improving quality, mitigating costs, and promoting transparency and efficiency in the healthcare delivery system. Pursuant to the Arkansas Healthcare Transparency Initiative (HTI) of 2015,[1] the Arkansas Center for Health Improvement (ACHI), or the “Administrator,” is hosting a comprehensive all-payer claims database (APCD) on behalf of the Arkansas Insurance Department (AID) that houses member enrollment data, medical claims, pharmacy claims, dental claims, and provider data.
Introduction
The Member Enrollment Selection Table (MEST) allows health data users and researchers to easily segment and identify qualified study populations by member enrollment and coverage activity by month or year.
These data must be selected in conjunction with claims-based data sourced from the Arkansas APCD, including:
Fully insured commercial payers
Self-insured entities receiving public funds
Arkansas Medicaid

HTI Data Dictionary – Member Enrollment Selection Table (MEST)
This data dictionary contains every field available for selection by data requesters. As fields requested for different data requests can differ, this data dictionary may contain more data fields than those in the output dataset.

Member_ID (ME107) | Text | VarChar | 128 | The submitter specific unique member ID. This ID represents the individual in the submitting entity (carrier) enrollment system. These data are sourced from the submitter. | |
Study_ID | APCD_Unique_ID (ME998) | Text | Char | 44 | APCD Unique ID or Hash ID on enrollment record. This value is a hashed version of the member’s last name and date of birth. These data are sourced from the submitter. |
Gender (ME013) | Text | Char | 1 | Member’s gender. These data are sourced from the submitter. | |
CoverageData | Payer_Type | Text | VarChar | 10 | Plan types are grouped into related categories utilizing specific plan and submitting entity level information to group ‘like’ enrollment types. See the Payer Type: Definitions and Assignment section below. |

| Represents the calendar year of coverage for the New ID. Present only when the member is covered within the year. | |
Enrollment_String | Int | Char | 12 | This value represents coverage months in the coverage year. It contains 12-character values that indicate presence of coverage for each month in the year on the data row. | |
Months_Covered_In_Year | Int | Integer |
| Sum of all months covered in the year. For example, if five months of coverage existed (there would be five 1s in the Enrollment String field), the value in this field would be 5. |
APCD Technical Support
Technical support is available to data users and issues are logged and tracked upon notifying the APCD Technical Support team. The APCD Technical Support team will provide regular feedback during the resolution process.
