This field is used when submitting entity internal systems change, resulting in system-wide or sub-system-wide member ID changes. This field should contain the original member ID as submitted to the Arkansas APCD when this change happens. MC137 would contain the new member ID generated by the new system or sub-system. Use when System ID > 1.
