Masking Requirement

Problem

Should the member ID and/or subscriber ID be masked by the submitting entity prior to submission?

Solution

The member ID should be masked prior to submission to the APCD and mapped to the Carrier Specific Unique Member ID. The subscriber ID should be masked prior to submission to the APCD and mapped to the Carrier Specific Unique Subscriber ID.   Masking should be consistent across all data submissions so the masked values representing the Member ID and Subscriber ID do not change.
