Date Submission Guide 9.0.2025

The Arkansas Healthcare Transparency Initiative (HTI) has updated the Arkansas All Payer Claims Database data submission guide (DSG), transitioning from version 8.0.2022 to 9.0.2025.

The new DSG version is available for HTI Advisory committee review between 10/1/2025 and 10/14/2025 for discussion in the October 14, 2025 HTI Advisory Committee meeting.

High level of changes include:

1. Inclusion of denied claims

2. Inclusion of non-claims payment data

3. Inclusion of pharmacy rebate data

4. New fields for each file type

5. Removed fields for each file type

6. Previously optional fields now required

7. Some field changes and some dependency changes

8. Data submission reporting changes.

The table below contains four documents for review. The first document is a summary of proposed changes, the remaining three documents are the updated data submission guide components that will be provided to the submitting entities.

• Arkansas HTI DSG 9.0.2025 Summary - outlines the proposed changes to the Arkansas APCD DSG version 8.0.2022, advancing it to version 9.0.2025 for proposed release to submitting entities in December 2025.

• Arkansas HTI Technical Reference Guide (TRG) - defines file structure, data submission and validation criteria, claims versioning and denied claim (NEW!) handling approaches

• Arkansas HTI Data Submission Guide (DSG) 9.0.2025 – defines file types, data layouts, data elements and values for submission

• Arkansas HTI Supplemental Data Submission Guide Data (SDSG) - defines file types, data layouts, data elements and values for non-claims payment and pharmacy rebate submission
