DSG 9.0.2025 Draft for Submitting Entity Review
Date Submission Guide 9.0.2021
The Arkansas Healthcare Transparency Initiative (HTI) will be updating the Arkansas All Payer Claims Database data submission guide (DSG), transitioning from version 8.0.2022 to 9.0.2025.
Submitting Entity (SE) review of proposed changes is between 8/1/2025 and 8/31/2025. During this time, the Arkansas APCD team will schedule two webinars - 8/12/2025 and 8/20/2025 - to collect carrier feedback. SE feedback can be provided via email, too. All feedback is due by 8/31/2025.
High level of changes include:
Inclusion of denied claims
Inclusion of non-claims payment data
Inclusion of pharmacy rebate data
New fields for each file type
Removed fields for each file type
Previously optional fields now required
Some field changes and some dependency changes

The proposed changes are provided in three separate documents for improved use and management:
• Arkansas HTI Technical Reference Guide (TRG) - defines file structure, data submission and validation criteria, claims versioning and denied claim (NEW!) handling approaches
• Arkansas HTI Data Submission Guide (DSG) – defines file types, data layouts, data elements and values for submission
• Arkansas HTI Supplemental Data Submission Guide Data (SDSG) - defines file types, data layouts, data elements and values for non-claims payment and pharmacy rebate submission
